<br />During the fourth fiscal year of the project; which ended June 30,
<br />1960', activities were (Iirected mainly to (1) construction work on the
<br />Flaming Gorge, Glen: Oanyon, and Navajo. storage units; the Hame
<br />mond andPaoIlia participating projects; and the Vernal unit of the
<br />central Utah participating project; (2) preconstruction activities on
<br />the transmission divi$ionand the Seedskadee and Smith Fork partici"
<br />pating projects; (3) completion of advance planning on the Blue Mesa
<br />and Morrow Point filatures and continued advance planning on the
<br />Crystal features of the Outecantistorage unit and on the central
<br />Utah, Emery Countyj, Florida, LaBarge, Lyman, and Silt partici~ating
<br />projects; and' (4) acquisition and construction of serViCe faCIlities.
<br />Oosts incurred for these activities constitute the principal items of
<br />cost of constructing. the project to Jime 30',1960, and !\resummarized

<br />Highlights of certam of the major construction and advance plan-
<br />ning activities are set forth in the following paragraphs: .

<br />FLAMING GORGE STORAGE UNIT, UTAH
<br />Work performed- under the prime contract 'for the construction of
<br />the 495-foot-high concrete arch dam and the IGS/GGG-kilowatt power-
<br />plant on the Oreel! Rivet in Utah Was behind schedule at June 30',
<br />1960', with completed work aggregating 24 percent in 40' percent of
<br />the overall time wllowed by the contract. Diversion of the Green
<br />River and compl;etion of upstream ana downetream cofferdams
<br />cleared the way for excavation of the dam fo~ndation and keyways.
<br />Pouring of concrete in the dam str~cture started during the fall of
<br />1960'.
<br />Other major construction items completed during the fiecal year
<br />were the public shelter house and parking area at the damsite and
<br />the seismograph ~tation. The first phase of clearing the reservoir
