<br /> <br />FOURTH ANNUAL REPORT, COLORADO RIVER STORAGE <br />PROJECT AND PARTICIPATING PROJECTS <br /> <br />INTRODUCTION <br /> <br />Legislation authorizing construction of the Oolorado River storage <br />project and participating projects was enacted into law (70 Stat. 105) <br />on April 11, 1956. The act initiated the comprehensive development <br />of the water resou;rces of the upper Oolorado River Basin. Authorized <br />for construction 'fere 4 storage units on the Colorado River and its <br />larger tributaries, primarily for river regulation and power production, <br />and 11 participating projects for irrigation and other related purposes. <br />Construction has .been initiated on the Flaming GOl'ge, Glen Canyon <br />and Navajo storage units, and on the following participating projects: <br />Hammond, Paonia, and the Vernal unit of the central Utah project. <br />Construction appropriations have also been made available. for the <br />Seedskadee and Smith Fork participating projects. Construction of <br />the Curecanti storage unit was not to be undertaken until the Secre. <br />tary of the Interi!>r certified .to the Oongress and to the President <br />that, in his judgment, the benefits of this unit would exceed its cost. <br />A certification covering the Blue Mesa and Morrow Point features of <br />the unit was made on July 14, 1959, and funds for initiating con- <br />struction of the Blue Mesa Vamand associated facilities were included <br />in the Public Works Appropriation Act, 1961, approved September <br />2, 1960. . . <br />Section 6 of the authorizing act stipulates that, on January 1 of <br />each year, the Secretary of the Interior shall report to Oongress for <br />the previous fiscal year: <br />1. Status of revenues from; and <br />2. Cost of constructing, operating, and main tawing the <br />Colorado River storage project and participating projects <br />(hereinafter referred to as the "project"). . <br />The report is to be prepared so as to reflect accurately the" <br />.3. Federal investment a!located at. that time .to power, to <br />irrigation, and to other purposes; <br />4. Progress of return and repayment thereon; and .. . <br />5. Estimated rate of progress, year by year, in accomplishing <br />full repayment. . . <br />The project is still in the initial stages of construction and no income- <br />producing facilities were in operational status during the year. The <br />report, therefore, del!ls primarily with the construction progress to <br />June 30, 1960. Limited comments are furnished with respect to the <br />remaining items required to be reported upon. <br /> <br />1. STATUS OF REVENUES <br /> <br />Thel'e were no revenues from water rental, water sales, or from sales <br />of electric energy during the fiscal year. Revenues to date have been <br />limited to nonoperating income derived from grazing leases and other <br />miscellaneous nonoperating income, and at June 30, 1960, aggregated <br />$38,567. <br /> <br />19 <br /> <br />
