WHEREAS, pursuant to the prov:i,sions of the Project <br /> <br />8 Act, the United States entered into a certain contract designated <br /> <br />9 as "Contract for Lease of POwer Privilege", dated April 26, 1930, <br /> <br />10 with, severally, the c~ty and Edison Company, which contract was <br /> <br />11 thereafter amended by t~~ certain contracts between the same <br /> <br />12 parties, dated May 28, 1930, and September 23, 1931, and was <br /> <br />13 also modified by a certain contract between the l~ited States <br /> <br />14 and the City, dated July 6, 1938, and consented to by Edison <br /> <br />15 Company, which s8id Contract for Lease of Power Privilege, <br /> <br />16 dated April 26, 1930, together with said amendatory and <br /> <br />17 modifying contracts, are hereinafter collectively referred <br /> <br />18 to as the "Le2se"; and <br /> <br />19 <br /> <br />3. WFffiREAS, by the terms of the Lease, the United <br /> <br />20 Ste.tes agreed that it would, at its own cost, construct in <br /> <br />2l the main stream of the Colorado River at Black Canyon, a dam, <br /> <br />22 creating thereby at the date of completion, a storage reser- <br /> <br />23 voir having a maximum water surface elevation at about 1222 <br /> <br />24 feet above sea level (U.
