Ickes, Secretary of the Interior, hereinafter <br /> <br />15 referred to as the "Secretary", and, severally, THE CITY OF <br /> <br />16 LOS ANGELES, a municipal corporation, and its DE?ARTl\lENT OF <br /> <br />17 WATER AND POWER (said Department acting herein in the name of <br /> <br />18 the City, but as principal in its own behalf as well as in <br /> <br />19 behalf of the City, the term "City" as used herein being deemed <br /> <br />20 to include both The City of Los Angeles and its said Department <br /> <br />1 <br />
