5 recommendations to the Director respecting the design, capacity,

6 and time of installation of additional generating machinery and

7 equipmm t, to the end that additional machineY'J and equipment

8 may be made available by the United states in accordance ",lith

9 its obligations. It shall be the duvJ of each Operating Agent

10 to co opera te "nth the United states in the preparation of designs

11 for' additional machinery and equipment required by it, and in tre

12 preparation of plans and specifications therefor. Each Operating

13 Agent and allottee affected there~J shall have the opportunity to

14 be heard by the Secreta!'J or joJ.s representatives, upon the design

15 and capacity of additional Ilk'tcbinery aIJd equipment to be provided

16 and installed by the United states, before proposals for the

17 furnishing of the same C'.re invited, and to consider all proposals

18 received;:md to make r8commendations as to the letting of contracts

19 before the same ore let, but the determirlo'Ction of the Secretary on

20 these matters shall be final.

(m) Subje ct to the statutory requirement that Boulder

22 Dam and the reservoir created thereby shall be used: First, for

23 river regulation, improvement of Il2.vigation, ;:md flood control;

24 second, for irrigation end domestic uses and satisfaction of
25 perfected rights mentioned in Section six of the Project P_ct;
