that we need to maximize the facility for which it was

intended., realizing that there may be a necessity for some

sort of a compromise, but I also feel like has been stated

I, here that the Corps of Engineers and the Bureau of

Reclamation really are the professionals in this area. They

devote full time to this activity and they're highly

qualified. They're ethical people and I'm certain that

they're going to act as responsible individuals and

responsible organizations. And so, I would like to say this,

that optimize our resources and leave it in the hands of

the responsible people that have the Jurisdiction over the

facHi ties.

The last card I have here is Mr. Gary Crist, who is manager

of the Yuma-Mesa Irrigation and Drainage District.

MR. CRIST: Thank you, Mr. Chairman, for the

opportunity to speak. I have a few brief comments on the

matter at hand which I'll read at this time. First, I must

say that I am not pleased to hear the possibility of

residents and commercial businesses along the River being

flooded. I do feel, however, that there was some inadequate

planning either by city or county engineers that allowed

individuals to establish residents and commercial businesses

within the floodplain.
