In the Decenloer 1945 cOlnlnelI.:i.:s to the Governor ~ he

s ta te 5 ~

'.

"In our own Sta.te, it is my recommendation to all
concerned that we oppose all trans-basin development in all
of the States of the Upper Basin until proper and adequate
safeguards are provided for the present and future beneficial
use of water in the Basin."

Does that indicate a slight change, would you say, as between the
1946 and 1945 comments, or would you say the idea is about the same?

("HAIRMAN:I think the idea is lIlbout the sa.me
because' that was the recommendation of the Green River Development
r';ompany. They decided that one State with a big influence in Congress
getting appropriations for the use of water. and getting a priority before
the water is divided, is not to be thought of where the weaker States
don't have a chance to r,each Congress.

MR. ROLLINS~ We have a feeling in Wyoming that when
the time comes, if it ever comes, and it probably will, that we must
be cut down in the Upper Basin;, then all trans -mountain diversions should
he cut off in order to supply the amount of water which we have guaranteed
to supply for at least ten years.

CHAIRMAN: Colorado, isn't that your legislative action"
in that trans -mountain diversion should be subject to given priority need
in the Valley? But I believe that Utah wouldn't agree to that.

MR. \.fAT'fHEW: Gentlemen, we are honored and pleased to
have with us this afternoon, M r, Moritz ,the Regional Director, from Boulder
("ity, who had a great part in this report liVe are discussing, and his assistant,
Mr. Douglas. I am just speaking, Mr. Chairman, for you. I am sure we are
glad to have them, and also we have Mr. Nielsen and Mr. Pelham, of the
Planning Office of the Bureau of Reclamation, and Mr. Orem, of the Federal
Power Commission of the San Francisco Office, and eo!. Moore, of the
Los Angeles District, Corps of Engineers, and the Chief Civilian Engineer,
Mr. Bebout. I want you to understand that we will be glad to mve you gentle-
men enter intothe discussion at any time, and as we proceed from State to
State on their comments of the report, that we open it up for general
discussion. '1 invite any of you now, if you have any WOl'd to sayin regard to
Wyoming's comments. Perhaps you will have something to say in gereral
later on. We will be glad to have you

We might proceed now with COLORADO, if there is no furtler
discussion on Wyoming. I believe Mr. Girling is going to undertake to
present the COLORADO State comments.

-21-

1

y
