CRAIRMl\N; I think probably the good Senator from
Texas had more to do with it than anybody e18a, the Chairman of the Senate
Committee on Foreign Relat\ons 0

..

'"

MR.MATTHEW; I was wO'ldering if Mr. Rollin!, or !vi.".
Jenkins, either one of you, wish to comment on the projeds ",hid, the Stllte
recomrnends in its comments for initial development.

rHAIRMAN: Mr. Rollins is very well posted on that
as he was President of the Green River Development Company when they
studied those .

MR. ROLLINS: The projects that were contemplated in
the Green River Basin, the initial development at least, would be the
West Side, Daniel, IClkhorr, and Seedskadee Units of Sublette Project,
including Kendall Reservoir, also Lyman Pl'oject and Little Snake River.
Pra"tically all of those were in the preliminary report of the Burea" of
Reclam.ation.

,

MR .MATTHEW'.

They are all listed in the report.

CHAIRMAN'. Don't you think that the acreage is consicle'r..
, 3blf reduced in that report from what can actually be developed? We had
a survey made that increased the acreage a good deal Ofer that.

MR. ROLLINS: There are hundreds of thousands of a<::res in
Wyoming that could be cultivated,. and some day, if the water was available,
would be. Just because a project at this parHcul.ar moment doesn't seem
feasible, there's no reason for us to suppose that in ten, fifteen and twenty
five years from now it may not :)e considered feasible. For example, we
could irrigate lal'ge arf~as of land along theGreen River by putting in
pumping stations. The cost may seem eKcessive -who knows that within
15 yea!:s some new method may be developed much cheaper, and would make
those projects cheaper. We are not even working anywhere near the amount
of land that could be actually cultivated profitably and make fine homes
for thousands of people. We are just asking for those projects which seem
feasible at thifl time, under present conditions.. .

".

MR,.MATTHEW: I notice in the January 194'6 c()mm,~,,\;c:.
submitted by Mr. Bishop. that he recommends that the "representatives
in Congress be asked to oppose all items of the development plan as
proposed by the Report of the Bureau in all of the States eKcept those
listed in the "Initial Construction Program"'--there again. referring to
the preliminary draft of the report u "until appropriate understandings are
reached between the States of the Upper Division with reference to trans-
portation of water f.rom the basin of the Colorado River System, and within
the States until proper and adequate safegul!rds are provided for pr.otection
of present and future beneficial use of water in the basin."

-lO.
