<br />the Valley Pipeline, and have arrived at a reasonable estimate as to the volume of water
<br />which will be required. He said they were studying Lamar as a part of the Pipeline, but
<br />can eliminate them in the event the Board does not bring Lamar into the District.

<br />Mr. Yarabeck stated the drop from Pueblo to Lamar is approximately 1300 feet, and
<br />engineering plans to cope with this pressure are being developed. Sayles suggested that
<br />the District will undoubtedly want telemeter facilities at outlet valves rather than having
<br />an individual ride the entire length of the Pipeline to open and close valves.

<br />A general discussioD was then had regarding the advisability of the District using the
<br />Proposed Water Treatment Plant at Pueblo, Colorado, and flowing our Valley Pipeline
<br />supply through the Pueblo System, picking it up at the Eastern boundary of Pueblo, or
<br />building our own Ptpeline from the Water Treatment Plant and routing it around Pueblo.
<br />Mr. Sayles said they will analyze both proposals very carefully, and have specific.in-
<br />formation for consideration by the Board. Mr. Yarabeck stated that Rocky Ford isthe
<br />only city which has a Treatment Plant, and recommended that the Board consider sel-
<br />ling treated water rather than requesting each community to have their OWn Treatment
<br />Plant. Milenski asked what they are planning as an expected life for the Pipeline, and
<br />Mr. Sayles responded 1150 years". After further discussion, Christy moved, seconded
<br />by McCurdy, that the Board plan to sell treated water through the Pipeline rather than
<br />untreated water, and thereby enable the Engineers.to proceed with their plans for a
<br />Treatment Plant at Pueblo, and eliminate the necessity for communities to have individ~
<br />ual Treatment Plants. After discussion. motion carried.

<br />During additional discussion, Mr. Purvis asked whether or not the Pipeline would pro-
<br />vide storage or whether each community would be obligated to provide their own. Mr.
<br />Sayles said that present planning provides for each municipality to provide their awn
<br />storage, and thereby reduce the cost to the District and enable each community to pro-
<br />vide for their maximum and minimum use periods. Mr. Ogilvie said it has always
<br />been contemplated that each commun'ity would handle their own storage. Purvis stated
<br />this might pose a problem in some communities because of the hardness of current
<br />water supply, and he doubts if many of the communities would be able to afford parallet"
<br />systems or would be inte:rested in co-mingling soft, treated water from the District
<br />with their awn supply. A general discussion then followed as to whether or not we are
<br />planning to sell a full supply to the municipalities or a supplemental supply. President
<br />Nichols suggested that the Engineering Firm proceed on the basis of planning for a max-
<br />imum monthly supply in 'order that a base cost might be determined, and the Board
<br />could then evaluate whether they wish to talk about a full supply or a supplemental sup-
<br />ply. The Board approved of this recommendation.

<br />President Nichols introduced Mr, E. A. Moulder, District Chief, U. S. G. S., who in
<br />turn introduced his associates John E. Moore, James Taylor, Don Albin, and E. J.
<br />Tripp, each of whom gave comprehensive reports on activities involving the Arkansas
<br />Valley Analog during 1967. Mr. Moulder stated the present program is structured to
<br />provide the following information:

<br />L Determine availability of total water supply and availability at various
<br />points in the Valley.
<br />
<br />2. Determine whether sufficient ground water storage exists.
<br />
<br />3, Determine effects on Rive~ and streams if we use ground water storage.
<br />
<br />4. Quality of water effected by changing managemen~ of water activities.
<br />
<br />He said their data has given good. information regarding ground water storage and ~ey
