<br />002772 <br /> <br />-25- <br /> <br />It is inconceivable that all of these recommendations will be greeted <br />with unanimous approval. The subject is too complex and there are too <br />many conflicting interests. In fact, there is just tOQ long a history of <br />the United States being in the ocean, but we tried to meet each is sue as <br />squarely as we could and we offered, in our best judgment, the wisest <br />course that should be followed, hOW.ever difficult. <br /> <br />Over the weeks which have intervened since the release of this Report, <br />comments from the members of the Oceanographic Community have been <br />extremely favorable, notwithstanding certain differences, particularly in <br />the Department of Interior.' But, we will have accomplished our plirpose-- <br />the purpose foreseen by Congress-if we are just able to move the nation <br />along from an era of study and discussion into one of organization, funding <br />and attacking of problems. <br /> <br />The Commission recognized. very early that a key to effective use of the <br />sea lies with science and technology. The report therefore opens with a <br />discussion of science and technology. By technology, I mean the techno- <br />logical capabilities that have to be developed to permit us to move into and <br />under the ocean, the capability to do productive wo.rk and to gain access <br />to the furtherest reaches of the bottom of the ocean - in short, to establish <br />a technical ability to carry out our national interest. <br /> <br />We have much to say about the role of basic science and the need for <br />continuing education, and support of a number of national laboratories . <br /> <br />There is included in the' report an excellent presentation of the concept. <br />of fundamental technology to serve a wide range of industrial interests. <br />Our Panel on Technology has put forward a most imaginative proposal <br />for a series of National Projects .to focus engineering and development <br />efforts. In this case, we believe that government should afford the funda- <br />mental technologies but the application of them should be either afforded <br />by industries or by the government agency that is going to use them. <br /> <br />Yet, this is not primarily a report on marine science or technology. This <br />is a report directed toward the needs of people--towards the vast resources, <br />living and mineral, which await our exploration toward the abuses of tech- <br />nology which threaten the quality of our environment; toward the conse- <br />quences of a national failure to take action now. Science and technology <br />are the principal means to these ends, and we have endeavored to treat <br />them within the more comprehensive framework of economics, political <br />realities and management. <br /> <br />Well, in this respect, I think that this Commission's report, differs mark- <br />edly from those that have gone before.
