<br />The Cemmissien has made ever 100 recemmendatiens in respense to,
<br />their mandate. Seme call fer administrative action; ethers can.be effec-
<br />tively dene only threugh legislatien. They all relate to, a natienal plan
<br />which recegnizes the need for time and funds. But, there is ene step
<br />which we are cenvinced must be taken premptly and this is that the natien
<br />must meve forward effectively in the use of the seas. It is eur view that
<br />the goals set forth clearly by the 89th Cengress in the preamble to, the
<br />Marine Reseurces and Engineering Develepment Act ef 1966-namely, the
<br />building ef a streng, truly natienal pregram--: if they are to, be achieved,
<br />can eRly be dene with federal reerganizatien in the demain ef marine
<br />affairs. We, therefere, recemmend the creatien ef a new independent
<br />gevernment agency reperting directly to, the President. We suggest that
<br />perhaps the name ef this organizatien might be the National Oceanic and
<br />Atmespheric Agency, NOAA.

<br />'rhere is no, need for me to, dwell on the histery ef marine activities ever
<br />the past two, centuries, a histery which, in the federal gevernment, has
<br />led to, a fragmentatian and scattering ef respensibilities ameng seme 20
<br />to, 30 departments, bureaus and agencies. Many ef these activities relate
<br />anly marginally to, thEl parent department to which they are attached.

<br />The Commissien began its task without prejudging the issue, witheut bias
<br />er precenceivedviews, agreeing that a plan of erganization sheuld rightly
<br />emerge out ef the ultimate needs and concept af the pregram itself. . We
<br />sheuld first deterimine what eught to, be done, and enly then decide hew to,
<br />de it.

<br />and atmespheric functien into, ene massive agency.

<br />We have endeavered in the clearest terms to, suppert the needs fer a streng
<br />and effective Navy.W e recognized that the programs in marine science and
<br />engineering carried eut by the Navy itself are essential to, its ebjectives.

<br />The Department ef Interier, theugh primarily a land agency, has activities
<br />that border. en the marine--the geelagical survey, the fresh water manage-
