Sullivan <br /> <br />At the time we completed the Commission's report, a good friend of mine, <br />reviewing it, remarked that we had discussed all of the coast lines includ- <br />ing the Great Lakes. If he knew I was here at the Great Salt Lake I think <br />he would fear that the Marine Science Commission had included that. body <br />of water also. <br /> <br />My talk is divided intothree areas. First I will give a summary of the <br />contents .of the Commission Report in the WO:L:dS of Dr. Julius Stratton, <br />the Chairman. Dr. Stratton was a former president of MIT and now is the <br />Chairman of the Ford Foundation, an outstanding chairman for the Com- <br />mission. Second, I will give the present administration's position on the <br />Commission Reportas recently expressed by Vice President Agnew, and <br />last, a few remarks on Coastal Zone Authorities, one of the Report's <br />principal recommendations. <br /> <br /> <br />For your information, the Commission had among its members men well <br />familiar with Water Resources. There was Frank Diluzio, former <br />Assistant Secretary of the Department of Interior for Water Pollution <br />Control and prior to that, Director of the Office of Saline Water. Then <br />there was Dr. Robert White, the.Administrator of ESSA. <br /> <br />'.'. ~ <br /> <br /> <br />The Commission completed its formal assignment with the rendering of <br />its report in January 1969. The. Report was released in February 1969 <br />and widely disseminated. The main document, which is a summary of <br />the recommendations most of you have seen, is called "Our Nation and <br />the Sea. " <br /> <br />In order to better function, the Commission had seven panels, each <br />panel developing a formal report, and these were blended into a plan of <br />action for use of the sea. The Panel reports are contained in three <br />volumes entitled, Science and Environment, Industry and Technology, <br />and Marine Resources and Legal-Political Arrangements for Their Devel- <br />opment. I was a member of the Industrial and Technology Panels. <br /> <br />There are about 1100 pages of panel studies which present an array of <br />recommendations on the tremendously diverse aspects of marine and <br />environmental problems.. <br /> <br />.1_.i~~';:tll.~~ <br />
