<br />, <br /> <br />I must proceed with some caution in any discussion I ~ake at the present <br />time of the Task Force report which has been sent out in the past few days. <br />From my brief perusal of it, I believe that you are on the right track. <br />The recognition of regional as well as national efficiency goals together <br />with an awareness for well-being of people and preservation of natural <br />values shows that the professional community is beginning to apply some <br />values to the very same factors that the average Congressman has always <br />considered "gut issues." In this sense, your preliminary work represents, <br />I believe, a great step forward in eliminating much of the cause for con- <br />troversy from the field of water project evaluation.
