(a) All dams and other works included in the general comprehensive <br />plans for navigation, oontrol of deatruotive flood waters, and for other pur- <br />poses, in the basins of the Arkaneas and Vfuite Rivers, heretofore or hereafter <br />authorized by various flood-oontrol and riwr and harbor Acts shall be oon- <br />structed, maintained, and operated under the direotion of the Seoretary of War <br />and the supervision of the Chief of Engineera. <br /> <br />(b) Projeots so authorized and oonstruoted shall be operated so as to <br />(1) insure the oontemplated navigation and flood-oontrol benefits, and (2) <br />provide for the generation of hydroeleotrio power and the delivery of water <br />for rec1ame.tion and i'rrigation purposes to the maximum extent oonsistent with <br />the aohievement of (1) above. <br /> <br />(c) All dams and other works authorized by Acts other than flood-oontrol <br />and river and harbor Aots, and which are oonstructed in part from funds appro- <br />priated for river and harbor or flood-control improvements as authorized by <br />law, shall be operated by the agenoy conoerned so as to insure navigation and <br />f100d-oontrol benefits for whioh river and harbor and flood-control funds are <br />expended. <br /> <br />SEC. 4. In oonneotion with dams and other works heretofore or hereafter <br />authorized for oonstruction or operation under the direotion of the Seoretary <br />of ~~r as provided in seotion 3 and which the Secretary of the Interior de- <br />termines, with ooncurrenoe of the Seoretary of War, me.y be uti 1ized for irri- <br />gation purposes, the Seoretary of the Interl or is authorized to oonstruot, <br />operate, and maintain, under the provisione of the Federal reclamation laws <br />(Act of June 17, 1902, 32 Stat. 388, and Acts amendatory thereof or supple- <br />mentary thereto), such additional works as he lI8Y deem neoessary for irrigation <br />purposes. Such irrigation works may be undertaken only'after a repprt and <br />findings thereon have been me.de by the Seoretary of the Interior as, provided <br />in said Federal reclamation laws.' Said dams and other worlr.a and irrigation <br />works may be 'utilized for irrigation purposes only pursuant .to the provisions <br />of said Federal reo1amation laws. <br /> <br />SEC. 5. The Seoretary of the Interior is rereby designated as the agent <br />to reoeive all hydroelectrio power generated at projeots referred to in section <br />3 and not required for the operation thereof, and, under such rules and regu- <br />lations as he may prescribe, to transmit and dispose of such power so as to <br />enoourage the most widespread possible use of tre pcmer at the lowest possible <br />rates to consumers, suhjeot to the limitations of this Aot.. <br /> <br />SEC. 6. At dams and other works construoted and operated under the di- <br />rection of the Secretary of War as provided in seotion 3, and which are suit- <br />able for the produotion of eleotrio power and energy, the Secretary of War <br />shall (1) provide, construct, operate, maintain, and improve suoh struotures, <br />maohinery, equipment, and supplies for the generation of electric power and <br />energy as the Secretary of the Interior me.y deem neoessary to develop such <br />power and energy for existing and potential marketsl (2) provide and maintain <br />for the use of the Secretary of the Interior, adequate station space and equip- <br />ment, ino1uding suoh switohes. switohbaards, instruments, and dispatohing <br />faoilities as may be required by the Seoretary of the Interior for proper re- <br />ception, handling and dispatoh of the surplus e1eotrio energy generated at said <br />
