IN COmRESS 4SSEMBLED. That this Aot may be oited as the <br />"Arkanaas-White River Basin Aot". <br /> <br />SEC. 2,(S.) It is the purpose of this Aot to establ1ah a defini't;e "polioy <br />of making use of existing Federal agenoiea fer the oonetruction. operation. <br />and maintenanoe of all publio improvemBI1ts in the Arkansas and White River <br />Basins in oonnection with navigation, flood oontrol. and allied aotivities; to <br />insure ooordinated operation of all Federal projeote therein for the improve- <br />ment of mvigation and alleviation of flood oonditions; to provide for reali- <br />zation of other benefits to be derived fran suoh projeots; to f'aoilitate pre- <br />parations and planning far post-wt\r oonstruotlon by the Federal GoveMllllent in <br />the interest of emplo;ymentJ and to seoure effioient exeoutive management under <br />the direotion and supervision of the permanent exeoutive agenoies alroody eatab- <br />lished by Aot of Congreas. <br /> <br />(b) In order that IMximum employment may be provided by new oonstruotion <br />and in order that the benefits of navigation. flood oontrol. hydroeleotrio power. <br />and irrigation may be derived frOlll ocmpleted improvements as soon as practioable. <br />thus seouring, by means of developed natural resouroes, prosperity and inoreased <br />inoome with consequent higher standards of living for the inhabitants of the <br />lI.rkansas and White River Basins. the oonstruotion of improvements heretofore or <br />hereafter authorized by Congress for mvigation. flood oCl1trol, and other pur- <br />poses in the Arkansas. and White River Basins shall be initiated as expeditiously <br />as praot1oa.ble and" in any event not later than illllllediately following the oes- <br />Bation of hostilities in the present war, and shall be proseouted with the ut- <br />most dispa.toh throughout the post-war period. <br />
