Coordination in the development <br />of a river basin means the integration of faoi1ities to aooomplish the most <br />benefioia1 and eoonomio use of water for all purposes. To aooomplish this ob- <br />jeotive, there must be a united and oooperative effort of all interested' federal <br />agenoies, with a minimum of dup1ioation of work and expenditure of pub1io funds. <br />Suoh integrated development and the ooordinated aotivities of federal agenoies <br />is not attained in a desirable fashion by p1aoing ultimate authority and oontrol <br />in one agenoy and by the speoifio designation of certain water uses as paramount <br />to all others. ' ' <br /> <br />In the interest of proteoting tho greatest eoonOlllic good for all of the <br />pe op1e dependent upon the water resouroe of a river basin, all uses and benefits <br />of water development therein must be weighed, studied and oorre1ated. There is <br />no neoessity and it would be adverse to the future welfare of great areas of <br />the oountry to set up a firm and fixed legislative ru1e.applioab1e to an entire <br />river basin with diverse c1ima.tio and eooncmio oonditions, whioh subjeots and <br />subordinates water use necessary for the advanoement of one area to the daminaDt <br />utilization for the benefit of another area. Especia.11y is this true when the <br />proposed legislative mandate fastens upon the entire.basin an ultimate control <br />under federal jurisdiotion in disregard of, and without appropriate ooordination <br />with, applicable state water laws. <br />
