<br />dams, together with transformers and other equipment required by the Seoretary
<br />of the Interior for the transmission of suoh energy from said darns at suitable
<br />voltage to the plaoes whioh the Seoretary of the Interior desires to serve;
<br />(3) deliver to the Seoretary of the Interior the eleotrio ~ergy generated at
<br />said dams and not required for the operation thereof; and (4) sohedule the
<br />Operation of the eleotrio generating unit or unita and appurtenant equipment
<br />,in aooordanoe with the requirements of the Seoretary of the Interior, so far as
<br />those requirements are oonsistent with requirements for ,the storage ,or dis-
<br />oharge of water for the oontrol of floods and the benefit of navigation, and
<br />for other related uses as rMy be detennined by the Seoretary ,of War.
<br />
<br />SEC. 7. The Seoretary of the Interior is hereby authorized and direoted
<br />to (1) oonstruot, operate, and maintain suoh eleotrio transmission lines,
<br />substations, and other faoilities, inoluding auxiliary steam or other types
<br />of plants, as he finds neoessary, desirable, or appropriate for oarrying out
<br />the purposes of this Aot; (2) dispose of or sell at wholesale eleotrio energy
<br />delivered to him pursuant to this Act, or obtained by purohase or exohange as
<br />hereinafter authorized, to the United States for its,o~ use, to publio bodies
<br />or oooperati ves operating primarily for servioe to the publio rather than for
<br />profit, partioularly to rural oooperatives financed by the Rural Eleotrifioation
<br />Administration, and to private corporations or persons, in that order of pre-
<br />ferenoe, at rates to be approved by the Federal Power Commission! (3) inter-
<br />oonneot the projeots with other utility systems in the area and to interohange
<br />eleotrio energy with the purohase electrio energy from suoh systems; and (4)
<br />aoquire, in the name of the Uhited States, by purohase, lease, condemnation,
<br />or donation, suoh real and personal property, or any interest therein, includ-
<br />ing lands, easements, rightS-Of-way, fr~lohises, eleotric transmission lines,
<br />substations, inoluding auxiliary steam Or other types of plants, and faoilities
<br />and struotures appurtenant thereto, as he deems necessary or appropriate to
<br />oarry out the duties and responsibilities conferred upon him by this Aot.

<br />SEC. 8. (a) The Seoretary of the Interior is authorized, in.the name of
<br />the United States, to dispose of any real or personal property or interest
<br />therein acquired or oonstruoted by him pursuant to the provisions of this Aot
<br />whioh in his judgment is no longer required for oarrying out the purposes of
<br />this Aot,

<br />(b) The Seoretary of the Interior is authorized, in'the llllJIle of the
<br />United States, to exeoute suoh oonveyanoes, oontraots, agreements, and other
<br />instruments and to nake suoh arrangements as he nay deem neoessary or appropri-
<br />ate to oarry out the duties and reaponsibilities oonferred upon him by thiaAot,
<br />
<br />SEC. 9. Any powers or duties conferred upon the Seoretary of the Interior
<br />under this Aot nay be exeroised through suoh person or persons as he may desig-
<br />nate.
<br />
<br />SEC. 10. The reoeipts for eaoh fisoal year derived ~ the Secretary of
<br />the Interior fran the sale of power and from any other aotivities hereWlder
<br />shall be oovered into the Treasury of the United Statea to the oredit of
<br />"Misoellaneous reoeipts", save and exoept that the Treasury shall set up and
<br />maintain from suoh reoeipts a revolving fund of $500,000 to the oredit of the
<br />Seoretary of the Interior and subjeot to expenditure by him to defray the
