It en=uraged <br /> <br />tne federal government to reexamine policies, laws, re<julations, and management <br /> <br />and acnninistrative practices that concern, exacerbate, or otheNise inpact <br /> <br />upon yround water quantity and quality. It also rec<mnended exercising federal <br /> <br />authority consistent with state law to rE!liledy these problems. It stressed <br /> <br />a conJunctive approach tu surface and yround water management, recoynizing <br /> <br />the catm:>n physical interrelationship of the t~ and encouraging federal <br /> <br />actions which take into account "current efforts to improve ground water <br /> <br />conditions," not Just "present conditions resulting fran earlier policies <br /> <br />and pral:tices." '!he ~rk of 'l'ask l'orce 2(b) will be of significance in <br /> <br />[footnote continued] <br />The Pr~siQent's Messaye also contained the following directives on <br />groundwater: <br /> <br />1. Federal agencies are to assess groundwater prcblems as <br />projects are planned; ano <br /> <br />2. Fedet'al agencies are to ~rk closely with the states to <br />seek resolution of groundwater prcblems. <br /> <br />'lbe President issued directives to the federal agencies on July 12, <br />1978, creating Task Forces 2(b) (groundwater) and 2(c) (instream <br />flows) to ir<1plement these directives.
