First, the bill seeks a five-fold increase in <br /> <br />federal planning assistance wrjer Title III of the Water Resources planning <br /> <br />Act of 1~65. 'Ihese funds ...ould enhance the ability of states to develop, <br /> <br />ilnpl6Jent and m:Xlity state water r'laIlCtger.-ent programs, including tneir ability <br /> <br />to collect and analyze data, conduct stu'lies, analyze the need for law refonn, <br /> <br />am regulate and enforce water laws (including tixlse involving the water <br /> <br />riynts of the l.hited States). The bill permits flmJing of prograllS to develop <br /> <br />an::l inplement state water policies whien include: <br /> <br />1. integrating' planning and management of quantity and quality <br /> <br />of IJoth ground and surface waters, protectiny and managing groWldwater <br /> <br />supplies and instream values, taking into account prospective demands <br /> <br />for all purposes served throuyh or affected by such activities; <br /> <br />4/ S. 41:10 passed the Senate and H.R. 2610 has IJeen reported out of three <br />HOuse Ca:'Ii1ittees.
