Resolution authorizes River District to assign to the Upper Yampa Water Conservancy District decrees for Yamco1o Reservoir and for 2,500 a~re-feet of water from the Pleasant Valley Reservoir water right, subject to certain terms and conditions. Agreement provides terms and conditions for the purchase power by Colorado-Ute of energy produced by CRWCD from the proposed Juniper Cross Mountain Project, which was then the subject of an FERC preliminary permit. Agreement references the water rights owned by the River District for the Juniper Project (less the 19,000 acre-feet of Juniper Reservoir which had been previously conveyed to the Colorado-Ute) and the water rights owned by Colorado-Ute associated with the Four Counties Project, Bear Reservoir, Pleasant Valley Reservoir, and Elkhead Reservoir. Agreement subordinates all of the CRWCD Juniper Project water rights (including the 1954 Juniper Project, the 1974 Juniper Reservoir Enlargement, the 1974 Cross Mountain Reservoir, and the 1974 Cross Mountain Power Plant) to certain water rights owned by Colorado-Ute, including the 19,000 acre-feet of Juniper Reservoir previously conveyed to Colorado-Ute by CRWCD so long as stored in certain locations specified in the decree.
