017:1

.

PART X--ECONOMIC AND FINANCIAL ANALYSES

ECONOMIC JUSTIFICATION

The Narrows Unit would serve the multiple functions of irrigation,
flood control, recreation, and fish and wildlife enchancement. In
addition, it would provide incidental, but unevaluated, benefits for
water quality improvement in the South Platte River below the dam.
The unit has a high degree of economic justification and provides
considerable savings through its combination of multiple purposes which
are shared equitably by those functions and their beneficiaries. More-
over, it utilizes the opportunities afforded by the dam and reservoir
site both with respect to the storage capacity of the reservoir and
the integration of the adjacent Jackson Lake, an existing irrigation
storage facility which also provides an attractive recreational,
fishing and hunting area. The integration of Jackson Lake into the
Narrows Unit plan will result in sizeable enhancement of recreation
and fish and wildlife resources. To meet anticipated increasing
recreational demands, the plan for the unit includes additional facil-
ities to be installed as needed.

.

Benefi ts

The derivation of benefits is presented in the preceding parts
of this report. Benefits for purposes other than irrigation were
evaluated by the concerned Federal agencies. Annual flood control
benefits are $961,000; fish and wildlife enhancement benefits amount
to $292,700; and undiscounted recreation benefits total $1,250,000.
The undiscounted recreation benefits consist of $340,000 associated
wi th initial development of lands and facilities and ultimately
$910,000 with additional future facilities which are subsequently
discolUlted to an annual equivalent value for economic analysis.

Fish and wildlife

The fish and wildlife enchancement benefits are described in
detail in the appended fish and wildlife report and are summarized
in part VI of this planning report.

The annual benefits of $292,700 consist of $51,000 for migratory
waterfowl use classed as national enhancement and the remainder of
$241,700 classified as local enhancement.

.

83
