<br />Notice of Issuance and Availability
<br />The Atomlc Energy Commission has
<br />issued a new guide, Regulatory Guide 3.6
<br />entitled "Guide to Content of Technical
<br />Specifications for Fuel Reprocessing
<br />Plants" which is being issued concur-
<br />rently with the publication for public
<br />comment of the proposed rule change of
<br />10 CFR part 50 entitled "Technical Spec-
<br />ificatiOns for Fuel Reprocessing Plants."
<br />The guide has been prepared to assist
<br />applicants in the selection of suitable
<br />subjects for technical specifications and
<br />in the development of specifications. The
<br />new gUide is in Division 3. "Fuels and
<br />Materials Fac1llties Guides." of the Reg,-
<br />ulatory Guide series developed to describe
<br />and make available to the public methods
<br />acceptable to the AEC Regulatory staff
<br />of implementing specific parts at: the
<br />Commission's regulations and. in some
<br />cases, to delineate techniques used by the
<br />staff In evaluating speciflc problems or
<br />postulated accidents and to provide guid-
<br />ance to applicants concerning certain of
<br />the information needed by the sta:tr in its
<br />review of applications for permits and
<br />licenses.

<br />License Termination Order
<br />The Atomic Energy Commission (the
<br />Commission) has found that the Gulf
<br />Oil Corp.'s HTGR Critical Facility 10-
<br />ca.ted n.t the Torrey Pines Mesa site in
<br />San Diego, Calif., has been dismantled.
<br />decontamino.ted, and dispositIon made of
<br />the component parts in accordance with
<br />the Commission's regulations in 10 CFR,
<br />chapter I, and in a manner not inimical
<br />to the common defense and security or
<br />to the health and sa.fety of the public.
<br />As reqUired by the dismantling order
<br />dated January 24, 1973, Gulf Oil Corp.
<br />has submitted a report dated March 15,
<br />1973, on radiation sw'veys ot tile facllity
<br />which the Commission finds satisfactory.
<br />Accordingly, pursuant to the applica-
<br />tions dated September 21. 1972, and De-
<br />cember 19, 1912, from Gulf Oil Corp.,
<br />Facility IJcense No. R-104 is hereby ter-
<br />minated as of the date 01 this letter.

<br />pose ot this meeting will be to (a) re-

<br />further infonnation developed regarding
<br />.safety analyses of accidents involving
<br />loss of coolant inside. and outside of con-
<br />tainment. The Kewaunee plant is lo-

<br />acc.ident analyses referenced above and
<br />the .suggested restrictions on operating
<br />power levels. Also. approved oral state-
<br />ments bY the public (it: any) will be
<br />made during the afternoon portion of
<br />the public session. In connection with
<br />the above agenda item, the subconunit~
<br />tee will hold an executive session at B :30
<br />a.m. which will involve a discussion of
<br />its preliminary views, and an executive
<br />session at the end of the day, consisting
<br />of an exchange of opinions of the sub-
<br />committee members and internal delib-
<br />erations and formulation of recommen-
<br />dations to the ACRS. In addition, prior
<br />to the executive session at the end of the
<br />day, the subcommittee may hold a. closed
<br />session with the regulatory staff and ap-
<br />plicant to discuss privileged information
<br />relating to nuclear fuel design. if
<br />necessary .
<br />Practical considerations may dictate
<br />alterations in the above agenda or
<br />schedule.
<br />The Chairman of the Subcommlt.tee is
<br />empowered to conduct the meeting in a.
<br />manner that in his judgment will facili-
<br />tate the orderly conduct of business.
<br />I have determined, in accordance with
<br />subsection 10(d) of Public Law 92-463,
<br />that tile executive sessions at the begin-
<br />ning and end of the meeting will consist
<br />of-an exchange of opinions and formula-
<br />tion of recommendations, the discussion
<br />of which, if written, would fall within
<br />exemption (5) of 5 U.S.C. 552(b); and
<br />that a closed session may be held, if
<br />necessary. to discuss certain documents
<br />which are privileged.. and fall within
<br />exemption (4) of 5 U.S,C. 552(b), It is
<br />essential to close. such portions of the
<br />meeting to protect such privileged in~
<br />formation and to protect the free inter~
<br />change of internal views and to avoid
<br />undue interference with agency or Com-
<br />mittee operation.
<br />With respect to public participation in
