<br />Notice Is hereby given, pursuant to
<br />Publtc Law 92-463, that the next meet-
<br />ing ot the National Advisory Council on
<br />Vocational Education will be held on
<br />May 3, 1973, from 8 p.m. to 10 p.m., local

<br />The National Advisory Council on
<br />Vocational Education is established un-
<br />der section 104 of the Vocational Educa-
<br />tion Amendments of 1968 (20 U.S.C.
<br />1244). The Councll is directM.- to advise
<br />the Commissioner of Education concern-
<br />ing the administration of, preparation
<br />of general regulations for, and operation
<br />of, vocational education programs sup-
<br />ported with assistance under the act;
<br />review the administration and operation
<br />of vocational education programs under
<br />the-, act, Including the effectiveness of
<br />such t ~rograms in meet1ng the purposes
<br />

<br />ated, make recommendations with re-
<br />spect thereto, and make annual reports
<br />of its findings and recommendations to
<br />the secretary of HEW for transmittal to

<br />CUffs Nuclear Power Plant will hold a

<br />In connection with the above agenda
<br />item, the: subcommittee will hold an
<br />
<br />executive session at 8:30 a.m. which will
<br />1nvolve a discussion of its preliminary
<br />views and an executive session at the
<br />end ~f the day, consisting of an ex~
<br />change of opinions of the Subcommittee
<br />members and internal deliberations and
<br />formulation of recommendations to the
<br />ACRS. In addition, prior to the executive
<br />session at the end of the day, the Sub-
<br />committee may hold a closed session with
<br />the regulatory staff and applicant to
<br />discuss privileged information relating
<br />to Plant security, nuclear fuel design,
<br />and the analysis of containment pres-
<br />sure transients, if necessary.
<br />I have determined, in accordance with
<br />subsection 10(d) of Public Law 92-463,
<br />that the executive sessions at the begin-
<br />nIng and end of the meeting will consist
<br />of an exchange of opinions and formula-
<br />tion of recommendations, the discussion
<br />of which, if written, would fall within
<br />exemption (5) of 5 U.S.C. 552(b); and
<br />that a closed session may be held,:, if
<br />necessary, to discuss certain documents
<br />which are privileged, and fall within
<br />exemption (4) of 5 U.S.C. 552(b>' It is
<br />essential to close such portions of the
<br />meeting to protect such privileged in~
<br />formation and to protect the free inter-
<br />change of internal views and to avoid
<br />undue interference with agency or Com-
<br />mittee operation.
<br />Practical considerations may dictate
<br />alterations in the above agenda or
<br />schedule.
<br />The Chairman of the13Jlbcommittee is
<br />empowered to conduct 'tl\e meeting in a
<br />maImer that, in his jUdgID:ent, will fac1l1-
<br />tate the orderly conduct of business.
