Fryingpan-Arkansas Project, Colorado <br /> <br />Dear Mr. Kelso: <br /> <br />The following commenlS are submitted by the Board of Water Works of Pueblo. Colorado (the Board). The <br />comments deal primarily with some of the water rights language in the Finding oCNa Significant Impact (FONS!) <br />and Environmental Assessment (EA). And as you will see, these comments are meant as clarifying statements to <br />ensure that there is no misunderstanding. <br /> <br />These commeots apply to page 3. last paragraph in the FONS] as well as page 24. last paragraph and page 25, <br />table 4. last column in the EA. In each of these areas cited we-think it would be appropriate to state that the <br />Boards anticipated temporary reductions in west slope diversions may possibly benefit stream channel <br />maintenance and the endangered Colorado River fish species. Any additional water remaining on the west slope 4. <br />win be available for diversion by junior appropl'iatOlS, includingjuniar transmountain water rights. Use of this <br />water is beyond the Board's control. <br /> <br />On page 10, paragraph 4, of the EA we would like to clarify the Boards annual average allocation of project water I <br />from the Southeastern Colorado Water Conservancy District through its allocation principles. The Board is 5. <br />entitled to 10010 of the annual Fryingpan-Arkansas project waler supply which as originally estimated at 8,400 acre <br />feet annually. <br /> <br />1bank. you for the opportunity to comment on the draft FONS] and EA.
