<br /> <br />SECTION B <br />PROPOSAL PREPARATION <br /> <br />8.1 Requirements, Instructions, and Conditions to Offerors <br /> <br />tv <br />C}1 <br />N <br />C\), <br /> <br />Each offeror should submit an original and _ copies of the proposal in <br />accordance with the following provisions, Each proposal shall include a <br />detailed overview and schedule for the proposed salinity control project <br />addressing the evaluation criteria as listed in "Section C, Evaluation <br />Criteria," Reference materials, supporting materials, and documentation <br />are to be clearly identified by attachment number and appended to the back <br />of the proposal. The overview and schedule shall be developed to a <br />sufficient level of detail to provide for an objective evaluation of the <br />proposal. <br /> <br />The proposal shall describe specifically and in the following order: (1) the <br />proposed method to accomplish salt load reduction, (2) the plan and <br />schedule for implementation, (3) the plan for project operation, (4) the <br />estimated average annual salt load reduction, (5) the proposed method of <br />reimbursement, (6) the specific items for which reimbursement will be <br />sought, (7) cost-sharing terms and conditions, if any, (8) reimbursement <br />schedule, (9) calculated cost effectiveness, (10) potential environmental and <br />socioeconomic consequences, (11) the plan to mitigate for negative <br />consequences, and (12) a plan to conduct a public involvement and <br />information program. <br /> <br />It should be understood by the offeror that the proposal will be binding in <br />developing the agreement, Therefore, the offeror shall develop the proposal <br />to a sufficient level of detail to support the accompanying bid, <br /> <br />8.2 Preparation of Offers <br /> <br />(a) Each offeror shall furnish the information required by the <br />solicitation, The offeror shall sign the offer and print or type its name <br />on each page, Erasures or other changes must be initialed by the person <br />signing the offer, Offers signed by an agent shall be accompanied by <br />evidence of that agent's authority, unless that evidence has been <br />previously furnished to the issuing office, <br /> <br />(b) Offers for supplies or services other than those specified will not be <br />considered unless authorized by the solicitation, <br /> <br />(c) Time, if stated as a number of days, herein and in the proposals, will <br />include Saturdays, Sundays, and holidays, <br /> <br />C-4 <br />
