<br />Of major significance to the Comprehensive Frame~ork St~ and to
<br />the Missouri Basin is the availability of adequate vater of satisfec~ory
<br />quality. Historically, man has used the waters of the Missouri Basin
<br />since he first arrived bere, and its availability has patterned, at least
<br />in part, his economic successes and failures and his way of life.

<br />The Missouri Basin has a variable climate with seasonal temperatures
<br />ranging from _600 to over 1200, Yith belo.... zero to over 1000 temperatures
<br />experienced over much of the Basin. Average annual precipitation varies
<br />from 8 . 12 inches in the northvestern plains and 20 - 40 inches in the
<br />mountains, to about 44 inches in the southeastern part of the Basin. Aver-
<br />age rainfall amounts to slightly over 20 inches.

<br />Streamflo....s are made up of tvo principal parts, that of d.1rect sur-
<br />face runoff during major precipitation and snowmelt periods, and from
<br />vater which passes through the soil mantle. The amount of runoff 1n the
<br />Missouri Basin is approximately 10 percent of the average precipitation
<br />and amounts to an average for the Missouri Basin of 2.3 inches. This
<br />varies from a high of over 12 inches In the mountains and southeastern
<br />pert of the Basin to less than 1/2 inch in major portions of the plains.
