Irrigation - Of particular significance in a water and related
study is the amount of irrigation vhich 1s being accomplished. There
are in the Missouri Basin over 8 million acres of land being irrigated.
This has raised a problem which has not been fully resolved, primarily
in the matter of definition of what irrigated land is. We have a sub-
stantial area under vhat might be termed "Project Type" irrigation ..mere
common supply works provide vater during the irrigation season for the
lands and when water is available the lands are supplied all they can use.
There are many privately-irrigated lands which have very comparable systems
in that water is available to service the crops which are being raised on
the land during the entire growth period. However, there is also much land
in the Missouri Basin that receives vater to assist the graving of crops
when and if water is available. Much of this is on the range and pasture
land where we have water spreading devices which provide some supplemental
water above that received by rainfall to the raising of additional grass.
There is also Bome irrigation where the priority for right to use the water
is low enough that only during the higher runoff seasons can water be ap-
plied to assist the crop growth. In the Missouri Basin most of the States
do have systems of appropriation of vater by vater rights. Most of the
States also have a registration or a water right permit for use of ground-
water. Thus, all but one of the States do have an official record of the
amount of land and 'JB.ter for which they bave granted the right to use to
their Citizens; howeverJ not all of the water rights are used every year
for the acreage for which the permit 1s issued. Our problems in this field
