<br />. . ,The Southeaste~n, Colorado Water Conservancy
<br />District is the Legal Agency for the Fryingpan-Arkan-
<br />.S8S ProjeCt,"hsving, entered into 8 Contract' with the
<br />United States of America on January 2i, 1965. to
<br />repaYI with interest, the assigned reimbursable c'osts
<br />of tbe completed Project. As such, the Board of Direc-
<br />tors qf the Di5triC~ has a ',pi-iri1sry responsibility to see
<br />the Project completed at the_earlies't possiqle date~ in
<br />order that"the.benefiti! of the Project might be enjoyed,
<br />and sizable payments be made to the United States.
<br />
<br />The members of the Board carefully review' the
<br />recommended' Budgets prepared for Bureau' of. Recla-
<br />mation and Army Corps of Engineer Projects within
<br />the Southeast.ern part of Colorado, and after consul-

<br />". testimony to be presented before the Appropriations
<br />, Subcommittees of the United States Senate and House
<br />'. of Representatives.

<br />The District is a member of the Arkansas Basin
<br />.' Development Association, and as such, submits Budget
<br />. 'recommendations to the Arkansas River Basin Inter.
<br />.:, state Committee which, when approved, are included
<br />in the testimony presented by the Five. Stale ,Interstate
<br />. Committee. The amounts .are also endorsed by the 50
<br />Sfate Water Resources Congress, and the National
<br />Water Resources Association, in. te5timo~y p~esented
<br />by those three', Organi2'iations before the Committees
<br />of Congress.

<br />In bis first Public Works Budget as the new
<br />Pre,ident of the United States, the Honorable Jimmy
<br />Carter recommended the approprialio~s o,f $36,930,.
<br />000 for continued construction and' operation of the
<br />Fryingplin-Arkansas Project; $500,000.for continued
<br />pla~ning, . and Bt!lr~ of co~stru~tjon' on the Leadville
<br />Dr~llnage Tunnel - ,both' UnIte.d States Bureau of
<br />Reclamation Projects; and $2,705,000 for co":tinued
<br />construction 6f' the Las Animas Flood Control Dike;
<br />$1.2 million for .completion ~f the Trinidad Dam;.
<br />and $472,000' for Flood Control Planning above John
<br />,Martin Dam. ;.The latter three Projects are un'der the
<br />direction,of the U.s. Army Corps of Engineers. The
<br />approp,riation Jor the Frying"pan-ArkilIisas> P~oject.
<br />compares to $39 million in FY 1977 ;$42:2 million
<br />inF,Y 1976; $27.7 in 1975; and $38.55'in FY 1974.

<br />, River' Basin Interstate Committee include:. President
<br />: Tbomas W.' McCurdy, Secretary George E. Everett,
<br />Director ,Raymond D. Nixon and Genera..l Manager
<br />Charles L. Thomson, each of whom was 'appointed by
<br />either Goverriofs John Love,. John Vanderhoof and
<br />Richard D. Lamm. Mr. Thomson also serves as.
<br />'President' of the Water Resources Congress, and a
<br />member of the Executive Committee. '
<br />
<br />The members of ihe Board exterid 'their sincere
<br />gratitude to tbe Honorable Floyd 'Haskell and Gary
<br />Hart, members of the United States'Senate from Colo;
<br />rado, and the Honorable Frank E. Evans and William
<br />. Armstrong, members of the United States House of
<br />Representatives' fr.om Colorado, who supported the ap-
<br />propriation reqliests from the District. It, has been
<br />through their great support that construction has
<br />progressed so well down through the years.
<br />
<br />The District also joined the Interstafe Committee
<br />in' supporting adequate funding for Trinidad Dam, Las
<br />Animas Flood Control Project and Studies ahove'lobn
<br />Martin. .
