<br />FRYINGP AN.ARKANSAS PROJECT
<br />
<br />Tbis multi-purpose Project was autborized by tbe
<br />Congress of the United States, under Public Law. 87-
<br />,500, on. August 16, 1962, and House Documents 187
<br />and 353, and the District entered. into a Repayment
<br />Contract with tbe United Slates on January 21, 1965.
<br />Construction began in August 1964, when work was
<br />started on" Ruedi Reservoir, 8' replacement 'Reservoir
<br />for management of Colorado River water. Construction
<br />has. co.ntinued. on a regular pace, dictated only by the
<br />amounts of money appropriated hy the C~ngress of
<br />the United States from year 19 'year. As', was previously
<br />mentioned, the District has .~xeTted ii, great deal' of
<br />effort developing. supporting testimony to be presented
<br />before the appropriate Subcommitt.ees of Congress,
<br />and' the' Administration recommending funding' for
<br />continu~d construction.

<br />As stated in the Section "Testimony:Beforc Cqu.
<br />gres~,'~ President, Gerald, Ford recommended $38 mil-
<br />lion for .FY 1~77; and President Jimmy Cart~r,repom-
<br />mended $36.9 million for FY 1978; which amounts
<br />were approved by IheCongress. of the United,.Siates,
<br />and,_thus,permitted the'V. S~.Bureau,of Reclamation,to
<br />c6ntinuciconstruetiop on-t~e Project. 'A number" of new.
<br />Contracts were awaraed.for work at the recreation-area
<br />of Pueblo 'Rese'rvoit:, -the Mi. Elhe'rt' Conduit, :modifiea- .
<br />tion of:the Penstocks.at" Mt.., Elbert -Power Plant~ mod-
<br />ification', of ,the Mt. Elbert Forebay, and,' bids" were
<br />opened 'f<<;lr, the :construction. of the :Twin ,~a.kes Dam.

<br />A gre~" deal .of time was spent during .the year
<br />by officials from the United States. Bureali' of Recla,
<br />mati on and . the Distri~t, meeting with offiCials in the
<br />Offic:e of. die Secretary of Interior, me;mbeis oJ the
<br />CongregI:'essional Delegation and representatives from
<br />Pitkin County, to answer allegations regarding. mini-
<br />,num 'flows, 'constru~tion programs and. pl~nned, oper-
<br />ations of the Project. Many of the rpeetings. had to
<br />he held in' Washington, D. C.' to review Acts of Co~-
<br />gress, Inte'rstate Compacts, State_Water Laws and Con-
<br />tracts between the DistHct and the,'United States Gov-
<br />ernment .to answer the allegat.ions.. The tim~ :spent
<br />preparing ~ocumentation and partiCipating in the
<br />meetings compounded the scheduling of both Organiza- .
<br />tions, ,but was absolutely essential due to the pro-
<br />nouncements being made by the new Administration
<br />regarding Water Resource Programs.
