002400

.

.

r-
Basin States/T en Tribes Discussions

Meeting of Basin States' Representatives

~

A meeting of the Basin States/Tribes representatives has not been held since the last meeting
of the Board. The Basin States' Technical Committee meeting, originally scheduled for July 3, 2002,
was canceled. The Technical Committee meeting was rescheduled for August 2, 2002, and will be
held in Las Vegas, Nevada.

~

Colorado River Environmental Activities

Status of the Development of the Lower Colorado River Multi-Species Conservation Program

The technical contractors responsible for development of the Lower Colorado River Multi-
Species Conservation Program (MSCP) are continuing the preparation ofthe third draft conservation
plan. Plan development is currently on schedule and within the approved budget for the next fiscal
year. There are several important subcommittee meetings scheduled over the next two weeks which
Mr. Harris and I will be attending.

Additionally, in my role as Chairman of the MSCP Steering Committee, Mr. Harris and I are
scheduling a series offocus meetings with representatives of the six Native American Tribes involved
in the development of the MSCP. The involved Native American Tribes include the following:
Chemehuevi, Cocopah, Colorado River, Fort Mojave, Hualapai, and Quechan Indian Tribes. The
purpose of the Tribal meetings is to further discuss individual Tribal involvement in implementation
ofthe LCR MSCP through development of site-specific conservation and habitat restoration projects
on Tribal lands.

Southwestern Willow Flycatcher Report - Calendar Year 2001

On June 18, 2002, I received a copy of Reclamation's report regarding the "Status,
Distribution, and Habitat Affinities of the Southwestern Willow Flycatcher Along the Lower
Colorado River, Year-6, 200 I." This report, prepared annually, pursuant to Reasonable and Prudent
Alternative (RP A) 2.1 ofthe 1997 Lower Colorado River Operations Biological Opinion, details the
current status of the endangered southwestern willow flycatcher along the Lower Colorado River.
This report describes the results of Reclamation's monitoring for flycatchers during Calendar Year
2001.

Mr. Harris prepared a summary table of the data and information presented in the report,
which has been included in the Board folder. During 2001,218 southwestern willow flycatchers were
observed. One hundred flycatcher nests were discovered and monitored. The surveyors detennined
that approximately 7,200 acres of "suitable habitat" were present along the Lower Colorado River.

7
