This "correction" had been published in the Federal Register in the June <br />19,2002, Notice, but was still incorrect. I have included a copy of the Board's letter, in the hand-out <br />materials, requesting the correction to the ISO and the Board's interpretation of the proposed <br />comment process associated with the June 19,2002 Notice. <br /> <br />Certification of the Quantification Settlement Agreement Final PEIR <br /> <br />In January 2002, the respective Boards of the Coachella Valley Water District, Imperial <br />Irrigation District, The Metropolitan Water District of Southern California, and San Diego County <br />, Water Authority released the draft Program Environment Impact Report (PEIR) for Implementation <br />of the Colorado River Quantification Settlement Agreement, pursuant to the California Environmental <br />Quality Act (CEQA). After a 60-day comment period, the agencies reviewed the comment letters <br />received, prepared responses, and released a Final PEIR. In late-June 2002, the Boards of the four <br />agencies certified the Final PEIR pursuant to Section 21 082.1 (c )(3) ofCEQA. I have included copies <br />of each of the agencies' Board actions resulting in CEQA certification ofthe Final PEIR in the Board <br />fo Ider. <br /> <br />Blythe Energy Project Site Expansion <br /> <br />On March 15,200 I, the Western Area Power Administration (Western) issued a Finding Of <br />No Significant Impact (FONSI) and Mitigation Action Plan for the Blythe Energy Project in Blythe, <br />California, for a 520-megawatt thermal power plant facility. Based on the FONSI, Western approved <br />an interconnection of the Blythe Energy Project with Western's transmission system as an <br />independent "merchant plant". The Blythe Energy Plant is currently under construction. The FONSI <br />is based on the Final Staff Assessment (FSA)/Environmental Assessment (EA) and wasjointly issued <br />by the California Energy Commission (CEC) and Western in November 2000. In November 2001, <br />Blythe Energy proposed to expand the Blythe Energy Project by 66 acres for the pennitting <br />requirements of increasing the size of "storm water detention basin" and filed a petition to amend the <br />CEC decision. Since the expansion was not included in the original CECIWestern FSAlEA, <br />additional environmental reviews and consultations were initiated. The draft FONSI on the proposed <br />expansion sununarized the results of the reviews and consultations. <br /> <br />Western is making the draft FONSI available for a 30-day public review prior to issuance of <br />its final determination on whether the proposed expansion required the preparation of an <br />environmental impact statement. Comments are due by July 29, 2002, to be considered by Western's <br />final determination. Included in the Board folder is a copy of the draft FONSI attached with <br />Western's cover letter dated June 24, 2002, for your reference. <br /> <br />6 <br />
