The procedure has been as follows:

1. Each summer the "California Flood Control
Conference", a voluntary association comprising rep-
resentatives of interested local agencies, meets to
determine the desires of each of the agencies, and
adopt recommendations for the guidance of the state
agency designated to appear before the Bureau of
the Budget and Congress. Prior to 1957, the State
Water Resources Board was the designated agency.
Since that time, the Director of Water Resources
has assigned the responsibility to the California
Water Commission.

2.
in open
a basis

The Commission considers the recommendations
meeting, and if it approves, adopts them as
for discussion with the Bureau of the Budget.

3. Representatives of the Commission discuss
the adopted recommendations with the Bureau of
the Budget.

4. The Conference meets again in the spring
to reconsider its recommendations in the light of
later information.

5. The Commission hears the report of the
Conference and adopts final recommendations to
Congress.

6. Representatives of the Commission appear
before the appropriate Congressional committees.
Representatives of some of the local agencies also
appear, but with the possible exception of requests
for surveys, they have generally gone along with
the recommendations of the Commission.

At its meeting on July 25, 1960, the Flood Control Con-
ference recommended the appropriation for expenditure in 1961-62
of about $53,000,000 in construction funds for 17 reservoir and
channel projects, about $600,000 for advance engineering and design

tia~
