<br />~, <br /> <br />0a2g~4 <br /> <br />. <br /> <br />. <br /> <br />REPORT OF THE STATE OF CALIFORNIA <br />FOR THE 60-3 MEETING OF PSIAC <br />AUGUST 17-19, 1960 <br /> <br />August 3, 1960 <br /> <br />Since about 1947 the efforts of interested local <br />agencies to secure funds for Corps of Engineers projects in Calif- <br /> <br />ornia have been coordinated. The procedure has been as follows: <br /> <br />1. Each summer the "California Flood Control <br />Conference", a voluntary association comprising rep- <br />resentatives of interested local agencies, meets to <br />determine the desires of each of the agencies, and <br />adopt recommendations for the guidance of the state <br />agency designated to appear before the Bureau of <br />the Budget and Congress. Prior to 1957, the State <br />Water Resources Board was the designated agency. <br />Since that time, the Director of Water Resources <br />has assigned the responsibility to the California <br />Water Commission. <br /> <br />2. <br />in open <br />a basis <br /> <br />The Commission considers the recommendations <br />meeting, and if it approves, adopts them as <br />for discussion with the Bureau of the Budget. <br /> <br />3. Representatives of the Commission discuss <br />the adopted recommendations with the Bureau of <br />the Budget. <br /> <br />4. The Conference meets again in the spring <br />to reconsider its recommendations in the light of <br />later information. <br /> <br />5. The Commission hears the report of the <br />Conference and adopts final recommendations to <br />Congress. <br /> <br />6. Representatives of the Commission appear <br />before the appropriate Congressional committees. <br />Representatives of some of the local agencies also <br />appear, but with the possible exception of requests <br />for surveys, they have generally gone along with <br />the recommendations of the Commission. <br /> <br />At its meeting on July 25, 1960, the Flood Control Con- <br />ference recommended the appropriation for expenditure in 1961-62 <br />of about $53,000,000 in construction funds for 17 reservoir and <br />channel projects, about $600,000 for advance engineering and design <br /> <br />tia~ <br />
