Following a hearing before <br />the California Water Commission which was occasioned by the flood <br />plain zoning requirement upon which construction of the Chico Landing <br />to Red Bluff bank protection project was conditioned, an interim <br />committee was set up by the Legislature to formulate flood plain <br />zoning criteria which would be applicable throughout the State. In <br />an appearance before the Senate Select Committee on National Water <br />Resources, speaking as Chairman of the Interstate Conference on <br />Water Problems and President of the Association of Western State <br />Engineers, Director of Water Resources, Harvey O. Banks. recommended <br />that thorough study be given to the integrated and balanced use of <br />flood plain zoning, flood control works, and flood insurance to <br />achieve optimum land use with a minimum of risk of flood damage. <br />He pointed out that flood plain zoning, improperly conceived and <br />applied, could seriously hamper the future development of our land <br />resources. <br /> <br />-3- <br /> <br />L <br /> <br />:k ,~. -" ,i .Jjh;~;~ <br />
