This <br /> <br />matter was discussed with the various Arkansas Valley interests and as <br /> <br />evidenced by appropriate resolutions, the people in the Arkansas Valley <br /> <br />have expressed a willingness to execute the necessary agreements to permit <br /> <br />the more efficient use of water now being diverted to their lands in the <br /> <br />winter months by storing such water in the Pueblo Reservoir. <br /> <br />Simi~ar resolutions were adopted by the local interests with <br /> <br />respect to the storage, TIhere possible, in project reservoirs in lieu of <br /> <br />inland reservoirs which have large evaporating areas. <br /> <br />The Committee agrees that the arr~ngements to secure more efficient <br /> <br />use of Arkansas River water and of flood waters to the extent that they can <br /> <br />be conserved are desirable and recolTll'\ends tllat the project be planned to <br /> <br />at tain these objectives. It was rec ogn~.zcd that agreements will reed be <br /> <br />executed to effectuate these uses. <br /> <br />P~'er Production <br /> <br />To assist in financing the project and to generate firm energy <br /> <br />needed in the Arkansas Valley, the projec,t. contemplates a system of p~'er <br /> <br /> <br />conduits and power plants located in the ~pper Arkansas Valley to develop <br /> <br />the power head between the outlet of the ~'rying Pan-Arkansas Twmel and <br /> <br />Salida. The successful operation of tllis power system requires the with- <br /> <br />holding of certain quantities of stor~e for power purposes at the end of <br />, <br />the irrigation season in the Sugar Loaf ~~ Twin Lakes Reservoirs in order <br /> <br />to insure the availability of water for fir power production in the winter <br />months.
