implication from the title of the project that this diversion is but a

stage of a larger development, the name of the project should be changed

to "The Roaring Fork~Arkansas Project" or "The Frying Pan-Arkansas

Project." This point was diseussed at length in Committee deliberations

but no formal action was taken thereon. Messrs. Delaney and White have

requested that these comments contain a statement of their position on

this point.

In line with this thought, it is noted that the discussion on

Pages 58 through 60 of the speeial report dated September 1949 concerning

plans for future expansion of the initial phase development by diversion

from other tributaries of the Roaring Fork River and from the Gunnison

River was described. To carry out the recommendations of this Committee

in this regard, it is recommended that the ,liscussion shOl"m on these

pages be deleted from the final draft of report.

Relationship to Green Mountain l~servoir

At the meeting held January 6, 1949, in Grand Junction, Colorado,

the Committee passed a resolution to the effect that the benefits and rights

of the Western Slope in the Green Mountain Reservoir of the Colorado-Big

Thompson Project as defined in Senate Docu~nt 80 (75th Congress, 1st Session)

shall not be impaired by the Initial Phase ,~f the Gunnison-Arkansas Project.

More Efficient Use of ArkGnsas liiver Water

Review of your reports discloses tBe fact th3.t in the winter months

part of the Arkansas River streamfl~~ is diverted to irrigated lands in the

valley. The tentative plans for the project 'contemplate the provision of

storage capacity that c~ be used in many yeti's to regulate such vQnter

.!.S90

-3-
