<br />facilitate its review, the Committee aPF~:i.nted ail Engineering Advisory <br /> <br />, <br />Subconunittee to consider the various engi;j8ering.aspectS' of your report, <br /> <br /> <br />and has reviewed and accepted two reports L"m U1at Subcommittee. <br /> <br /> <br />Initial Phase To Be An Independent Developr.lent . <br /> <br />Revie" of the report discloses. the fact that the initial phase <br /> <br />of the project does not concern itself vdth the Gunnison River Basin but i~ <br /> <br />concerned vdth the transmountain diversion to the Arkansas, River watershed <br /> <br />from Frying Pan Creek and tributaries. and Hunter Creek, all of which are <br /> <br />tributaries of the Roaring Fork hiver, and also the provision of additional <br /> <br />storage capacity which vdll permit increased diversions from the Roaring <br /> <br />Fork through the Independence Pass Tunnel owned by the Twin Lakes Reservoir <br /> <br />and Canal Company. The COlJ1);Jittee feels that since the potential uses of <br /> <br />water in liestern Colorad.o have not been completely determined at this time, <br /> <br />it is not prepared to make any recommendations; "ith respect to the avail- <br /> <br />ability of water for large trans mountain diversion projects. However, it <br /> <br />is recognized that there is urgent need in Colorado for supplemental water <br /> <br />supplies in the Arkansas Valley, particularly for domestic and municipal <br /> <br />purposes. Hence. it was agreed by the Committee that any action by it on <br /> <br />the initial phase of the Gunnison-Arkansas Project should be based on that <br /> <br />phase of this project as an independent development. It was further agreed <br /> <br />that action on the initial phase of the Gunnison-Arkansas Project will in <br /> <br />no manner be construed as a commitment for action on a second phase of the <br /> <br />Gunnison-Arkansas Project or the potential Blue-South Platte Project. <br /> <br />Two membel's of the Conmittee, J::essrs.
