The COlJ1);Jittee feels that since the potential uses of

water in liestern Colorad.o have not been completely determined at this time,

it is not prepared to make any recommendations; "ith respect to the avail-

ability of water for large trans mountain diversion projects. However, it

is recognized that there is urgent need in Colorado for supplemental water

supplies in the Arkansas Valley, particularly for domestic and municipal

purposes. Hence. it was agreed by the Committee that any action by it on

the initial phase of the Gunnison-Arkansas Project should be based on that

phase of this project as an independent development. It was further agreed

that action on the initial phase of the Gunnison-Arkansas Project will in

no manner be construed as a commitment for action on a second phase of the

Gunnison-Arkansas Project or the potential Blue-South Platte Project.

Two membel's of the Conmittee, J::essrs.
