Through appropriate resolutions the irrigators in the Arkansas

Valley .have expressed their willingness to permit the accumulation of the

necessary operating pool for p~ler purposes during the early staees of the

project and have agreed to subordinate irrigation rights in project storage

to the extent necessary to insure the production of firm pm'rer. Studies by

the Engineering Subcommittee have indicated that 135,000 acre-feet of

storage capacity is necessary to be reserved in perpetuity as an operating

pool to permit firm po~er production. Studies by that Subcommittee show

that a fim. power production of 400,000,000 kilm'latt-hours annually can

be secured, with a maximum shortage in one 12-month period of about 25%,

Secondary p01'ler averaging approximately 100,000,000 kilowatt-hours annually

will be available, These conclusions are based on the assumption that

outages during the winter period vrill not be serious.

Uses of Water for Kunicipal Purposes

The 1948 draft of report contemplated the use of 5,700 acre-feet

of project ".,ater for municipal purposes. Studies'by the Committee indicate

that potential uses for municipal purposes would be approximately as follovls:

Location

Immediate Need Future Needs
8,000 acre-feet 13,000 acre feet
. 3,000 It It 20,000 It It
.
: 4,000 " " 20,000 It "
-:J:>,'OOO ,t II 5'3 , 000 It tI

Valley Tavms

{'Pueblo

;:-"Colorado Sprin<;s

Total

^ Refers to new \'Tater in addition to about 2,000 acre-feet of
water to be secured from Wurtz Ditch tll"t will be made useable
to the City ,i[th storage facilities to be provided by the project.

~~f Colorado Springs is considering alternative possibilities of
securing water, including independent construction of the
Hoosier Fass Diversions from the Blue Uiver.

~~90

-5-
