<br />The Committee recognized that the final amount of water to be <br /> <br />allocated to municipal purposes cannot be determined in advance ot the <br /> <br />project authorization and the negotiation of appropriate contracts .Qth <br /> <br />various municipalities involved. However, the Committee does reccmmend <br /> <br />that as much water as possible consistent with the economic feasibility <br /> <br />of the project should be earmarked for present and future domestic and <br /> <br />municipal supplies and purposes. The Committee agrees that the suggested <br /> <br />figure for municipal purposes of 17,000 acre-feet (inclUding 2,000 acre- <br /> <br />feet of Wurtz Ditch water for Pueblo) shown in the special report of <br /> <br />September 1949 is more clearly representative of a proper allocation to <br /> <br />municipal purposes for immediate needs than the 5,700 acre-feet shown in <br /> <br />the 1948 draft of report. <br /> <br />Following discussion of the inclusion in the project of a central <br /> <br />water treatment plant for municipal water and a valley pipe line to convey <br /> <br />municipal water to the Valley towns, the Committee agrees that the Bureau <br /> <br />of Reclamation should contemplate construction of water treatment plants <br /> <br />as part of the project, and the Committee is in agreement that the valley <br /> <br />pipe line and water treatment plant to convey municipal water to the various <br /> <br />Valley towns should be included ns part of the project works with the cost <br /> <br />of such pipe line to be allocated to municipal purposes. <br /> <br />Provision of Replacement Reservoir <br /> <br />The Committee is in agreement that replacement storage should be <br /> <br />provided at the Aspen Reservoir site located on the Roaring Fork about one <br /> <br />mile upstream from Aspen. Studies by the Engineering Advisory Subcommitte~, <br /> <br />as presented in its report dated July 16, 1949, and made a part of the <br /> <br />/- <br />o <br />y~ <br /> <br />-6- <br />
