<br />minutes of the July 27, 1949 meeting held at Glenwood Springs, Colorado, <br /> <br />show that an active capacity of 28,000 acre-feet should be provided at <br /> <br />the Aspen Reservoir site. A part of such capacity in excess of replacement <br /> <br />requirements would be available for future use in meeting demands in Nestern <br /> <br />Colorado. It was agreed that the total cost of the proposed Aspen lleservoir <br /> <br /> <br />estimated at ~7,000,000, should be included in the construction costs of the <br /> <br />exportation project, but at this time the Committee has not resolved the <br /> <br />policy question as to the manner of payment for the active capacity in <br /> <br />Aspen Reservoir not needed for replacement purposes. A special subcommittee <br /> <br />appointed to draft rules of operation so far as it pertains to West Slope - <br /> <br />East Slope relationship was asked to consider this problem. The adopted <br /> <br />policy of the state on this question will be made available to the Bureau <br /> <br />prior to the authorization of the project. <br /> <br />Preservation of Fish and ,hldlife <br /> <br />The Committee considered co~nents from representatives of Federal <br /> <br />Fish and Wildlife Service and the State Game and Fish Commission with <br /> <br />respect to the maintenance of stream flows in the Frying Pan River at the <br /> <br />collection conduit and at Norrie below the junction of North Fork. The <br /> <br />Committee adopts the tentative schedule of flows shown in the report of <br /> <br />the Engineering Advisory Subcommittee dated December 30, 1949, as it is <br /> <br />understood that the Fish and ~ildlife Service and the State Game and Fish <br /> <br />Commission are in agreement with the schedule of minimum average flows <br /> <br />described therein. <br /> <br />The Committee recom~ends that loss of, and da~age to, fishery <br /> <br />values in Roaring Fork River and its tributaries above Aspen Reservoir <br /> <br />('('I <br />v..90 <br /> <br />-7- <br />
