minutes of the July 27, 1949 meeting held at Glenwood Springs, Colorado, show that an active capacity of 28,000 acre-feet should be provided at the Aspen Reservoir site. A part of such capacity in excess of replacement requirements would be available for future use in meeting demands in Nestern Colorado. It was agreed that the total cost of the proposed Aspen lleservoir estimated at ~7,000,000, should be included in the construction costs of the exportation project, but at this time the Committee has not resolved the policy question as to the manner of payment for the active capacity in Aspen Reservoir not needed for replacement purposes. A special subcommittee appointed to draft rules of operation so far as it pertains to West Slope - East Slope relationship was asked to consider this problem. The adopted policy of the state on this question will be made available to the Bureau prior to the authorization of the project. Preservation of Fish and ,hldlife The Committee considered co~nents from representatives of Federal Fish and Wildlife Service and the State Game and Fish Commission with respect to the maintenance of stream flows in the Frying Pan River at the collection conduit and at Norrie below the junction of North Fork. The Committee adopts the tentative schedule of flows shown in the report of the Engineering Advisory Subcommittee dated December 30, 1949, as it is understood that the Fish and ~ildlife Service and the State Game and Fish Commission are in agreement with the schedule of minimum average flows described therein.
