To facilitate its review of the report, the Committee appointed an
Engineering Advisory Subcommittee to study and consider the various engineering
aspects of the Bureau report. The Committee has reviewed and accepted t~o re-
ports from such Subcommittee. The Subcommittee consists of Royce J. Tipton,
Consulting Engineer, Colorado Water Conservation Board, Chairman; Frank C.
Merriell, Secretary-Engineer, Colorado River I/ater Conservation District Board,
Grand Junction, Colorado; R. M. Gildersleeve, Chief Engineer, Colorado Water
Conservation Board; C. H. Jex, Area Engineer, Bureau of Reclamation, Grand
Junction, Colorado; Ben F. Powell, Area Engineer, Bureau of Reclamation,
Pueblo, Colorado; and J. R. Riter, Head of Division of Hydrology, Branch of
Project Planning of the Bureau of Reclamation, Denver, Colorado.

The Policy and Review Committee was organized and held its first
meeting on November 24, 1948. It has met on the average of once every sixty
days since its work was started, At such meetings, reports of the Engineering
Advisory Subcommittee were considered, as well as a draft of a sp~cial report
of Region 7, Bureau of Reclamation, on the project, dated September 1949,
which incorporated changes made in the June 1948 draft of report due to studies
conducted subsequently by the Bureau. In the periods between meetings, engineers
on the stAff of the Statc Water Board, Bureau Engineers, and Frank Merriell,
Engineer for the Colorado River Conservation District Board, made extensive
reviews of the Bureau report on the project and of various engineering questions
which arose. The Committee considered extensively various questions of policy..
Minutes of the meetings of the Committee and the reports of the Engineering
Advisory Subcommittee are available in the office of the Water Board.

On January 24, 1950, as a result of action taken by the Committee,
Clifford H, Stone, Chainnan of the Committee, transmi.tted to Avery A. Batson,
Director of Region 7, Bureau of Reclamation, a letter marked "Exhibit A,"
which is made a part of this report. A review of this letter will indicate
that the Committee had reached certain tentative conclusions when the letter
was written. The letter was transmitted to the Regional Office of the Bureau
of Reclamation in order to enable that office to revise its report in keeping
with the views and recommendations contained in the letter. It was pointed out
that certain questions affecting project operation and the principles which
carried out the policies of the State respecting the exportation of water from
the natural basin of the Colorado River in Colorado, remained to be formulated
and considered by the Policy and Review Committee; and it was explained that
such policies and principles would be submitted to the Bureau in due course.

At the January meeting of the Committee, a Drafting Subcommittee was
appointed, consisting of Jean S, Breitenstein, Attorney for the Colorado Water
Conservation Board, Chairman; Harold H. Christy, representing the Arkansas
Valley; Frank C, Delaney, representing ~estern Colorado; Cleland Feast, repre-
senting the Colorado Game and Fish Commission; and Ben F. Powell, representing
the Bureau of Reclamation. This Drafting Subcommittee held several meetings
and on the 14th day of April, 1950, submitted to the Policy and Review Committee
its report.
