-J- The Policy and Review Committee, on June 7-8, 1950, met for the purpose of considering the report of the Drafting Subcommittee. DUring that two day period, a number of amendments to the operating principles, recommended by the Drafting Subcommittee, were made. As amended, the report of the Drafting Su~ committee was unanimously adopted by the Policy and Review Committee. Thus, this amended report of the Drafting Subcommittee becomes and is hereby submitted as a part of this report of the Policy and Review Committee to the Colorado Water Conservation Board. There is attached hereto and marked "Exhibit B" such report of the Drafting Subcommittee as amended. Jt is understood that the Policy and Review Committee was set up to advise and make recomffienqations to the Colorado Water Conservation Board with respect to the first phase of the proposed Gunnison-Arkans~s Project. Aside from providing machinery for effective review of the preliminary draft of the Bureau of Reclamation report on this project, such procedure was designed to effectuate an acceptable arrangement and agreement between Eastern and Western Colorado for the exportation of water from the natural basin of the Colorado River by this particular project; and it envisioned the application of the prin- ciple, adopted in Colorado, of protecting the present and potential uses of Colorado River water in the natural basin in Colorado in relation to a proposed Federal Exportation Project. It is further understood that comments of the State of Colorado with respect to this particular project would not become effective for submission to Region 7 of the Bureau of Reclamation until final action has been taken on the matter by the Colorado ~ater Conservation Board. If the report of the Policy and Review Committee is approved by the Colorado Water Conservation Board or approved with cert~in amendments, then it will be- come the official, informal State comments on this project to Region 7 of the Bureau of Reclamation. After submission by Region 7 of its report to the Commissioner of the Bureau and the Secretary of the Interior, the report on this particular project in its final form will Again be referred to Colorado and the other six States in the ColoradO River Basin for final comments. The Policy and Review Committee recommends to the Colorado Water Conservation Board the approval of informal co~ments on the first stage of the proposed Gunnison-Arkansas Project to Region 7 of the Bureau of Reclamation on basis of the report here submitted.
