Accordingly, our task today, is to assemble vi,ews, comments

and information that may be used to clarify and improve the 1971

OBERS projections to be published later this year, and to guide

our efforts in proceeding with the next phase of improved projeCtions

to be used for the next national water assessment. It is the opinion

of the Water Resources Council that economic projection's should be

redone at approximately five -year intervals, whichVlO u1d tie into

the interval adopted for the national assessment,

In criticizing the OBERS projections and in recommending adjust-

ments in them, it will be well to keep two factors in mind.

(1) First, the projections are an attempt to mirror the economy

of an area at specified future dates assuming that no new, special,

developmental efforts are undertaken. This does not preclude and

should aid the planning of developmental efforts. Indeed, it is hoped
