It is the opinion

of the Water Resources Council that economic projection's should be

redone at approximately five -year intervals, whichVlO u1d tie into

the interval adopted for the national assessment,

In criticizing the OBERS projections and in recommending adjust-

ments in them, it will be well to keep two factors in mind.

(1) First, the projections are an attempt to mirror the economy

of an area at specified future dates assuming that no new, special,

developmental efforts are undertaken. This does not preclude and

should aid the planning of developmental efforts. Indeed, it is hoped

that e:Jffiminationof the OBERS projections will cause GOme areas to

realize the necessity for special resource development in order to

(2) The second factor to keep in mind is that in as ses sing whether

improve the projected economy., But a projection that reflects future,

special development should be an alternative projection, which can differ

from the OBERS baseline projection.

the OBERS projection for a particular area is in error, recognition

~;[tt;~;
;~~~<fi::;

5

:-:.'.;.{:'--:.
[:~;.)t,:
l:;~::::.:__:'::;
;'i:;:;::h>

." ~ .
