Instead, it is the process by which a national total is

{:;t?}
v:~{r~
~~~;~~t~
~~.;~~;;~; ..;
1~ili~
::~~ '~-x.
y~f~
these totals to the local areas for which the projections are to be
made. This subdivision referred to in the report as "allocation"
has no implication of a share of the national total--eQuitable or
distributed to regions and subareas.
Use of the national approach, we feel, yields local area estimates
and projections which are most reliable, interregionally comparable,
and inter regionally related.
However, even with the advantages that accrue to the national
;o;.'''X:~l
approach, it is obvious that persons working in a local area in many
instances have data which are not available at the national level. A
natural resource may be nearing depletion; land conditions (soil or
drainage, for example) may preclude economic development in a
specific area; or a basic industry in an area may be declining. These
are examples of special conditions in an area of which national pro-
jection by OBERS may have no knowledge. Obviously, these conditions
would affect local area economic growth, and they are conditions which
would cause persons in the local area to feel that the OBERS projections
have gone astray.
~~~
~~~~~l
~~~J~:~
'.'" .";;:, ~.<;...,

~~~!t;~~~[f~;~11~!~~llm~iI~~~S~~r~J~~~st~[i!litl'~~J~~~tt~itft~~~~~~~~1~t~i~!:~E~~i~~~fggftf2;1~lf~~
4
