002895

The first phase of the OBERS projections wa,s prepared between

late 1964 and March 1968 and represented separate efforts of OBE

';;..~ -:.~.'.'

~~~~
~~t~:~~;~
!'$:~'.;_:.!
~i~AiW
'.. ':---'~ .':;
:-/~~~>'..
~~~~
!j~~

and ERS, Those early projections were based upon input data

that could be assembled quickly and upon methods that could be

implemented with little research development. These expediencies

reflected the need to get out a complete set of projections as soon

as possible. This was done in 1968. These historical and projected

economic base figures have become generally the basis for framework

studies currently being completed, The set of projections under con-

sideration here today has been developed jointly by OBE and ERS and

are integrated fully as was foreseen in the early plans for the joint

effort.

The April 1971 projections are not presented as a final product

but rather as a ~ in the task of generating regional and subarea

economic projections which will represent the trends of development

in each region. As adjustments and refinements are made in the assump-

Hons and data for each region and as projection methodology is developed,

the regional projections will become more detailed and reliable.

Move -

over, they will stand up under more rigorous use in program planning.

The OBERS approach to economic projections is based on the

1i~f~
!iii~
!~1:;:~~ii
~\i.':::.
i;_~~):<i~

assumption that the best job can be done by first dev,eloping national

3
