Coun.cil

agen.cies jointly provided the funding for the project through 1970.

Sin.ce then., funding has been through the Departmen.ts of Agriculture

an.d Commerce.

The OBERS program was a natural outgrowth of the services.

developed by the Office of Business Economics (OBE) in. the Department

of Commerce an.d the Econ.omic Research Service (ERS) in the Departmen.t

of Agriculture. From the experience of these two agencies as well as

that of the numerous other organizations that prepared economic base

studies for the water resources agencies during the 1950' s .and early

1960' s, it became obvious that a consistent, integrated, centralized

system of regional economic measures, both historical and projected,

~'f:

;.:.::':?';.}
.... ..-,::
------.'

was desirable. Such a system became a necessity at the time the

series of framework studies was authorized, and a requirement

established for a periodic national assessment of water supplies and

needs.

2

.;;",_.-
:::-;;:~':-.':.~~
~ -' '. .':'
...:.<_....~_.
