Component A includes construction a main pipeline <br />from Carter Lake south to the City of Longmont and then continuing south at <br />least to the City of Broomfield. A second pipeline could be constructed <br />from Longmont east to the Town of Platteville and then south generally along <br />U. S. Highway 85. A number of branch pipelines could be constructed to <br />supply water to as many as 20 individual water providers. <br /> <br />Component A could provide conveyance for either raw water or treated water <br />to most of the potential participants by gravity. Water treatment could be <br />provided at several existing water treatment plants expanded to provide <br />regional service, such as at the City of Longmont's East Wade Gaddis plant <br />and the City of Boulder's Boulder Reservoir plant. Alternatively or in <br />combination with expansion of one or more existing plants, a new water <br />treatment plant could be constructed near Carter Lake to provide an eventual <br />treatment capacity of 150 mgd in 25-mgd to 50-mgd increments. <br /> <br />Five options for phased implementation of Component A are described in <br />Section 3.3. If fully implemented in a single phase, preliminary estimates <br />of construction costs for Component A, including branch pipelines but <br />excluding water treatment, are on the order of S120 million (1990 dollars). <br />Expanding the City of Longmont's East Wade Gaddis water treatment plant by <br />25 mgd from its present capacity of 18 mgd is estimated to cost on the order <br />of S18 million (1990 dollars). Expanding the City of Boulder's Boulder <br />Reservoir water treatment plant by 48 mgd from its present capacity of 12 <br />mgd is estimated to cost on the order of S30 million (1990 dollars). A <br />50-mgd regional water treatment plant near Carter Lake would cost on the <br />order of S46 million (1990 dollars). <br /> <br />-15- <br />
