Those conceptual plans were subsequently modified to <br />include the future requirements of as many additional entities as possible. <br /> <br />Some of the entities having future needs were not included because of their <br />close proximity to already developed water supply facilities owned and <br />operated by other entities which should be capable of more economically <br />meeting future needs. Other entities were not considered because they were <br />too remotely located and their future requirements were too small to <br />economically participate in regional facilities. Still others were not <br />included because their existing water supply facilities were not well-suited <br />to be joined to the regional facilities conceptually planned. <br /> <br />Regional Plan Co.ponents <br /> <br />Five individual planning components, denoted Components A through E, along <br />with associated options, were eventually developed. Each planning component <br />was devised to be independent from the others so that each could be <br />implemented separately, or not implemented, as future conditions warrant. <br /> <br />Each of the components consisted of an alternative for expanding conveyance <br />capabilities, and water treatment capabilities in some instances, for M&! <br />water supplies. Enhanced conveyance was determined to be especially needed <br />for implementing any additional level of regional water supply integration. <br />Adding future water treatment capacity at a regional level was only <br />considered because of the potential for significant savings in costs through <br />economies of scale. However, none of the alternatives involved diminishing <br />the use of existing facilities or diminishing the roles of existing water <br />providers. <br />
