Joint reservoir OM&R expenses assigned to flood control, <br />recreation, and fish and wildlife enhancement are nonreimbursable. <br />Specific OM&R expenses directly incurred for recreation and fish and <br />wildlife would be borne by the non-Federal agency assuming adminis- <br />trative management responsibility for these functions of the reservoir. <br /> <br />Repayment of capital costs would total $27,998,000 by the end of <br />the 50-year repayment period. Irrigation repayment would be non- <br />interest-bearing; recreation and fish-wildlife repayable allocations <br />would bear interest. They have vigorously <br />supported the investigations and have contributed to them financially. <br /> <br />The plan of development has been formulated for this report with <br />primary consideration given to operation of the potential Narrows <br />Reservoir for downstream lands in the Lower SOQth Platte Water <br />Conservancy District.
