Repayment of capital costs would total $27,998,000 by the end of the 50-year repayment period. Irrigation repayment would be non- interest-bearing; recreation and fish-wildlife repayable allocations would bear interest. They have vigorously supported the investigations and have contributed to them financially. The plan of development has been formulated for this report with primary consideration given to operation of the potential Narrows Reservoir for downstream lands in the Lower SOQth Platte Water Conservancy District. However, in the interest of comprehensive resource development in the South Platte River Basin, full considera- tion will be given to possibilities for the exchange of water for the benefit of upstream lands. 107 *.
