'o.. <br /> <br />PART XI-CONCLUSIONS AND RECOMMENDATIONS <br /> <br />CONCLUSIONS. <br /> <br />The potential multiple-purpose Narrows Unit would serve the <br />functions of irrigation, flood control, recreation, and fish and <br />wildlife enhancement, with incidental but unevaluated benefits to <br />downstream water quality improvement. Supplemental irrigation water <br />would be made available to approximately 166,370 acres of presently <br />irrigated and intermittently irrigated lands. Total annual benefits <br />would exceed annual costs in the ratio of 1.62 over a 100-year period. <br /> <br />The plan of development provides for Federal construction of the <br />Narrows Dam and Reservoir with reservoir releases being carried by <br />existing irrigation systems. The existing Jackson Lake would be, <br />used for recreation and fish and wildlife purposes with its present <br />irrigation function being transferred to Narrows Reservoir. <br /> <br /> Costs have been allocated as follows: <br /> Project Ultimate <br /> Item Costs OMloR <br />. - <br />Irrigation $26,199,400 $ 22,400 <br /> Flood control 19,016,100 9,100 <br /> Re crea tion 11,845,500* 153,700 <br /> Fish and wildlife ~ 4,620,000* 31,300 <br /> Road relocation (P.L. 87-874) 139,000 0 <br /> Total $61,820,000 $216,500 <br /> <br />* Do not include reimbursable interest during construction <br />of $29,500 for recreation and $24,900 for fish-wildlife. <br /> <br />a/ Includes $882,000 project cost and $8,300 annual OM&R <br />allocated to national wildlife enhancement as nonreimbursable <br />items because they are associated with migratory waterfo;rl. <br /> <br />. <br />* <br /> <br />The allocations to flood control and national wildlife enhancement <br />are nonreimbursable, one-half of the separable costs and all of the <br />joint costs allocated to recreation and fish and wildlife are non- <br />reimbursable, and the separable J or incremental, costs associated <br />with road improvements are nonreimbursable. TILe remaining one-half <br />of the separable capital costs for recreation and fish and wildlife <br />would be financed or repaid with interest by a non-Federal operating <br />agency. The full allocation to irrigation, except interest during <br />construction, is repayable without interest. The major portion of <br />the irrigation cost would be paid by the conservancy district. <br /> <br />106 <br />
