Conclusions and Recommendation"

RECOIIl1ENDfl.TIONS

I recommend that:

(1) The plan of development described in this report be
approved.

(2) The Narrows Unit, South Platte Division, Colorado, be
authorized as an integral part of the Missouri River
Basin Project for construction, operation, and mainte-
nance by the Secretary of the Interior substantially
as described in this report and in accordance with
Federal Reclamation law.

(3) The portion of the project construction costs which the
Secretary of the Interior determines to be allocated to:
(a) flood control, (b) highway betterment, and (c) national
wildlife enhancement, together with an appropriate share
of the annual operation, maintenance, and replacement costs
allocated to flood control and national wildlife enhancement
be ITade nonreimbursable and nonreturnable.

(4) The conservation and development of the fish and wildlife
resources and the enhancement of recreation opportunities
in connection with the Unit shall be in accordance with
the provision of the Federal Water Project Recreation Act
(79 Stat. 213).
